
The emergency meeting of the Executive Committee of the Organization of Islamic Cooperation, open to all member states at the level of foreign ministers of the OIC member states, held at the headquarters of the OIC General Secretariat in Jeddah, on February 26, 2026, corresponding to Ramadan 9, 1447 AH, at the request of the State of Palestine, regarding confronting “Israel’s declaration, the occupying power, to impose an illegal reality to expand colonial settlement and deepen the policies of annexation and seizure, to change the status and character of the occupied Palestinian territory in the West Bank, including Al-Quds Al-Sharif,” as an extension of the war of extermination it committed in the Gaza Strip, and a continuation of the systematic and widespread policies of forced displacement and ethnic cleansing.”
It affirms the principles and objectives of the Charter of the Organization of Islamic Cooperation and its resolutions, specifically those relating to the centrality of the Palestinian cause and Jerusalem and its holy sites to the Islamic nation;
Based on the resolutions issued by successive Islamic summits and foreign ministers’ councils regarding the issue of Palestine and Jerusalem;
Based on the historical, moral and legal responsibility of the Islamic nation and the duty of full solidarity with the State of Palestine and its people;
Guided by the principles and purposes of the Charter of the United Nations, foremost among them the principle of the inadmissibility of the acquisition of territory by force;
Recalling also the relevant United Nations resolutions and the legal opinion issued by the International Court of Justice on 19 July 2024, concerning the nature of the illegal Israeli occupation of the occupied Palestinian territory, and the legal implications for Israel, the United Nations and third parties;
Expressing his gratitude and appreciation to all member states of the Organization of Islamic Cooperation for their concern, care and support for the path of solidarity and joint Islamic action, and appreciating their firm positions towards the Palestinian cause and their continued support for the rights of the Palestinian people;
Renewing its principled support for the Palestinian people and their legitimate leadership, represented by the Palestine Liberation Organization, in their pursuit of the inalienable national rights of the Palestinian people, including their right to self-determination and the establishment of an independent and sovereign State of Palestine on the borders of June 4, 1967, with Jerusalem as its capital, and the right of return for refugees as stipulated in United Nations Resolution 194, and affirming the principle of the unity and integrity of the Palestinian territory and that the West Bank, including East Jerusalem, and the Gaza Strip constitute a single, indivisible geographical and political unit for one people;
Rejecting and strongly condemning the recent aggressive decisions and illegal measures of the Israeli occupying power aimed at expanding Israeli control and deepening annexation policies in the West Bank, including East Jerusalem, it considers these decisions null and void and demands their immediate reversal. In this regard, it reaffirms its rejection of any form of annexation.
Condemning and rejecting the colonial policies, practices and schemes of the Israeli occupation authority in the occupied Palestinian territory, and all attempts to change the geographic and demographic composition, character and status of the Palestinian territory occupied since 1967, including Jerusalem, including the construction and expansion of settlements, the transfer of Israeli settlers, the confiscation and annexation of land, and the forced transfer and displacement of Palestinian civilians, in flagrant violation of international humanitarian law and relevant resolutions, and considering them war crimes that endanger international peace and security, and work to destabilize the Middle East region, and the world as a whole;
1- He reaffirms the central character of the Palestinian and Jerusalem issue for the entire Islamic nation, and the Palestinian, Arab and Islamic identity of occupied East Jerusalem and the need to formulate a unified position for the Islamic nation to defend the sanctity of the Islamic and Christian holy sites therein, and affirms that the Palestinian issue, like all just causes of peoples struggling to be rid of colonialism and to obtain their rights;
2- It emphasizes the need to compel Israel, the occupying power, to implement a comprehensive and sustainable ceasefire in the Gaza Strip, to commit to implementing the plan of US President Trump and moving to the second phase of the plan, the complete withdrawal of the Israeli occupation forces from the Gaza Strip, facilitating the return of displaced persons to their homes and the State of Palestine assuming its full responsibility, with Arab, Islamic and international support, and to commit to opening all crossings fully and normally with the Gaza Strip, the recovery and reconstruction of the Gaza Strip, and ensuring the delivery of sufficient and sustainable humanitarian aid to all parts of the Gaza Strip. It stresses the responsibility of member states and the international community to address and stop grave crimes and to fully comply with international law and the precautionary measures ordered by the International Court of Justice and the relevant Security Council resolutions;
3- President Trump, President of the United States of America, calls for fulfilling the pledges he made to the Arab and Islamic countries to prevent settlement activity, the annexation of the occupied West Bank, or forced displacement. He calls for the implementation of President Trump’s plan, Security Council Resolution 2803, the New York Declaration and its annex, and the affirmation of what was stated in the plan regarding the right of the Palestinian people to self-determination and the establishment of their independent state, leading to the achievement of peace, stability, and security based on the realization of the Palestinian people’s right to self-determination.
4- It declares its absolute rejection and strong condemnation of the aggressive decisions and recent measures of the illegal Israeli occupation authority, and the so-called Israeli “cabinet” issuance of illegal decisions aimed at imposing a colonial settlement reality in the occupied Palestinian territory, particularly in the West Bank, including East Jerusalem. It emphasizes that these decisions are null and void and must be rescinded immediately. In this regard, it affirms its rejection of any form of annexation. This dangerous escalation is also considered a new blatant attack on the historical and legal rights of the Palestinian people, and a flagrant violation of the Charter of the United Nations, the principles of international law and relevant United Nations resolutions, including resolutions 181 (1947), 242 (1967), 252 (1968), 338 (1973), 425 (1978), 465 (1980), 476 (1980), 478 (1980), 681 (1990), 1073 (1996), 1397 (2002), 1435 (2002) and 1515 (2003), including Security Council resolution 2334 (2016).
5- It condemns in the strongest terms the ongoing attacks by the Israeli occupation on the Ibrahimi Mosque and attempts to divide it, prevent access to it, and undermine the right to worship, in addition to the illegal and dangerous plans and practices of the Israeli occupation to transfer the authority to manage and supervise the Ibrahimi Mosque from the Palestinian Ministry of Endowments and Religious Affairs and the Hebron Municipality, to an illegal settlement council called the “Jewish Religious Council” in the Kiryat Arba settlement, and the attempt to change its features and its unique historical, heritage and religious status, and affirms that this constitutes a flagrant violation of the United Nations and UNESCO resolutions and international agreements that stipulate the protection of cultural, religious and civil rights and properties, especially during armed conflict;
6- He warns against the Israeli approach that is hostile to security, stability and peace in the region, to the resolutions of the Organization of Islamic Cooperation, and to the historical and legal rights of the Palestinian people, which is pushing the region towards a religious war with dire consequences that will negatively affect international security and peace;
7- It condemns in the strongest terms the attempts by the Israeli occupation government to implement the colonial settlement plan called (E1), to displace the Palestinian people from their holy city, to build thousands of settlement units in occupied Jerusalem and its surroundings, to isolate it from its Palestinian surroundings, and to consolidate the division of the West Bank into isolated areas and cantons, and it rejects all attempts aimed at changing the character and status of the Holy City of Jerusalem, the current legal status, and the attack on the Holy Sanctuary, Al-Aqsa Mosque and the Islamic and Christian holy sites there.
8- It affirms that the Al-Aqsa Mosque/Haram al-Sharif, with its entire area of 144 square meters, is a place of worship exclusively for Muslims, under the custodianship of His Majesty King Abdullah II bin Al-Hussein, Custodian of the Islamic and Christian Holy Sites, and that the Jerusalem Waqf and Al-Aqsa Mosque Affairs Department, affiliated with the Jordanian Ministry of Awqaf, is the sole legitimate authority with jurisdiction over the administration, maintenance, and regulation of entry to the Al-Aqsa Mosque, within the framework of the historical Hashemite custodianship of the Islamic and Christian holy sites in occupied Jerusalem. It also affirms the role of the Jerusalem Committee, chaired by His Majesty King Mohammed VI of the Kingdom of Morocco, and commends the efforts of its affiliated Bayt Mal Al-Quds Agency.
9. Affirms that any religious or ideological claims, including those that falsify and distort historical facts and the fundamental legal rights of the Palestinian people, and justify the seizure of territory belonging to states in the Middle East or to the occupied Palestinian territory, including East Jerusalem, do not create any legal or sovereign right and contravene the Charter of the United Nations and the established principle of the inadmissibility of the acquisition of territory by force and respect for the sovereignty, political independence, unity, and territorial integrity of states. It further emphasizes that the Palestinian territory occupied since 1967, including East Jerusalem, is occupied territory under international law, UN resolutions, and the advisory opinion of the International Court of Justice of 19 July 2024. It expresses its strong condemnation of the inflammatory statements made by the United States Ambassador to the Israeli occupation authority, Mike Huckabee, in which he indicated acceptance of Israel’s, the occupying power, exercise of control over territories belonging to Arab states, including the occupied Palestinian territory, including East Jerusalem. He affirms that it is not based on any legal or political foundation and cannot change the legal status of the occupied Palestinian territory or infringe upon the established rights of the Palestinian people or the sovereignty of Arab and Islamic states and countries of the region, their territorial integrity, regional safety and demographic composition.
10- Condemns the announcement by the United States Embassy in occupied Jerusalem regarding the issuance of visas and the provision of other consular services to settlers residing in illegal settlements; considers that these measures constitute a clear violation of established principles of international law and a breach of relevant international legal instruments, including the Vienna Convention on Consular Relations and its Optional Protocol; further affirms that these measures contribute to the consolidation of illegal settlement and undermine the legal status of the occupied Palestinian territory, including East Jerusalem.
11- Condemns the ongoing terrorist crimes of the settlers against unarmed Palestinian civilians, their property and places of worship, under the protection of the Israeli occupation government and army, and demands that the international community provide international protection for the Palestinian people in the face of these racist crimes, and place these terrorists on the national terrorism lists of the OIC countries and international terrorism lists, and prevent them from moving, and freeze their accounts and assets, and work with all parties to ensure the disarmament of the settlers in implementation of Security Council Resolution 904.
12- The Israeli occupation bears full responsibility for the consequences of its colonial policies in the occupied Palestinian territory, including the dangerous decisions that deliberately undermine international efforts to establish a just, lasting and comprehensive peace in accordance with the two-state solution, and that destroy the foundations of peace and push the entire region towards more violence and instability;
13- Decides to strongly oppose the dangerous criminal and aggressive actions, practices, policies, decisions, laws and schemes of the Israeli occupation, and to take all possible political and legal measures and steps, including action before the UN Security Council, the UN General Assembly, international courts, and any other relevant international organizations and bodies, to confront this colonial and expansionist policy;
14- The international community, particularly the United Nations General Assembly and the Security Council, is called upon to assume its responsibilities, including rejecting and condemning illegal Israeli practices and decisions, and to confront them by obligating Israel, the occupying power, to cease all its illegal measures, as they are null and void and have no effect under international law and relevant United Nations resolutions, and to emphasize the non-recognition or acceptance of any changes to the pre-1967 borders/lines, including those relating to the Holy City of Jerusalem, and to reconsider withdrawing Israel’s membership in the United Nations, because it contradicts the requirements of membership, and has not essentially fulfilled the obligations of obtaining this membership, which are represented in the implementation of United Nations Resolutions 181 and 194, which was a condition for Israel’s acceptance as a member of the international organization;
15- In this regard, it calls upon Member States and the international community to take all deterrent, punitive, and pressure measures to confront the Israeli occupation and its colonial practices that undermine the rules of international law and destabilize the foundations of the international order based on law, by taking all measures to that end, including severing all relations with Israel, the occupying power, including diplomatic, economic, trade, and cultural relations, including parliamentary relations, which would perpetuate the Israeli occupation and its colonial system, and calls upon them to employ their international relations and impose economic and political sanctions, leading to the end of its occupation of the Palestinian territory and the implementation of its legal obligations and the relevant United Nations resolutions, and the complete, full, and unconditional withdrawal from the Palestinian territory occupied since June 4, 1967, and the recognition of the State of Palestine, and enabling the Palestinian people to exercise their right to self-determination;
16- It categorically rejects any attempts to fragment the Palestinian territory or separate the Gaza Strip from the West Bank, including East Jerusalem, and affirms the political and geographical unity of the land of the State of Palestine on the 1967 borders, and supports the State of Palestine assuming its full responsibilities over all its territory, based on commitment to the Palestine Liberation Organization, the sole legitimate representative of the Palestinian people, its political program, its international obligations, and the principle of one people, one system, one law, and one legitimate weapon.
17- Condemns in the strongest terms the serious and repeated attacks and violations committed by Israel, the occupying power, against all international, UN, humanitarian and relief organizations operating in the occupied Palestinian territory, in particular the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), operating in the West Bank, including East Jerusalem and the Gaza Strip, including targeting its headquarters and staff, obstructing its work, preventing its humanitarian access and imposing illegal restrictions on its activities, in flagrant violation of international law.
18- Condemns the decisions, legislation and practices of the Israeli occupation against UNRWA, including the demolition and closure of its headquarters and schools, and attempts to liquidate it, in the occupied Palestinian territory, including Jerusalem, and calls for securing the necessary political, legal and financial support for UNRWA and its activities in a sufficient and sustainable manner that enables it to continue to carry out its mandate and role in its five areas of operation towards Palestinian refugees.
19- Strongly condemns Israel, the colonial occupying power, for continuing to seek the passage of a law to execute Palestinian prisoners, and for continuing its policy of arbitrary arrest, detention and torture. It affirms the illegitimacy of the racist Israeli judicial system, and denounces the holding of the bodies of Palestinian martyrs in the so-called “cemeteries of numbers,” considering it an immoral and illegal crime. It calls for the prosecution of those responsible for violations and crimes, including politicians, security and administrative officials, and members of the Cabinet and Knesset who vote in favor of racist decisions and laws hostile to the Palestinian people and their rights, and for severing relations with them.
20- It also condemns the Israeli decision to prevent the Red Cross from visiting Palestinian prisoners in Israeli detention centers, and considers it a flagrant violation of its obligations under international humanitarian law, including the Geneva Conventions, and calls for enabling the Red Cross to carry out its duties in the occupied Palestinian territory, including Jerusalem;
21- Supports and endorses the efforts and steps of the State of Palestine aimed at holding Israel, the occupying power, accountable for its crimes against the Palestinian people, and calls upon Member States to provide all forms of political, legal, technical and material support necessary to make these efforts a success in the relevant international bodies;
22- It affirms that peace and security in the Middle East region, as a strategic option, will not be achieved except by ending the illegal Israeli occupation and the complete withdrawal from the territory of the State of Palestine occupied since 1967, including the Holy City of Jerusalem, in accordance with the principles of international law and the relevant resolutions of international legitimacy, the outcomes of the International Court of Justice and its legal opinion, the Arab Peace Initiative with all its elements and its natural sequence as stated in the Arab Summit in Beirut in 2002, and the removal of the effects of the occupation and the reparation of damage.
23- It values and supports the efforts of the international coalition to implement the two-state solution, chaired by the Kingdom of Saudi Arabia, the chair of the joint Arab-Islamic Committee on Gaza, the European Union and the Kingdom of Norway, and calls for active participation in the implementation of the New York Declaration and its annexes issued by the international conference on the settlement of the Palestinian question and the implementation of the two-state solution, chaired by the Kingdom of Saudi Arabia and the French Republic.
24- The international community, in particular the United Nations, the Security Council and the High Contracting Parties to the Fourth Geneva Convention, is called upon to provide international protection for the Palestinian people from the crimes of Israeli aggression, in accordance with international law, resolutions of international legitimacy and relevant international and regional agreements and treaties, and decides to mobilize all necessary support for Member States to do so.
25- The Secretary-General is tasked with following up on the implementation of the content of this statement and submitting a report thereon to the next meeting of Foreign Ministers.
