Doha (UNA) – Sheikh Dr. Saleh bin Abdullah bin Humaid, member of the Council of Senior Scholars, Imam and Khateeb of the Grand Mosque, and President of the Academy, affirmed at the opening of the 4th session of the Conference of the Council of the International Islamic Fiqh Academy (IIFA) held in the Qatari capital, Doha, today, May 187, that the convening of this session comes as a commitment by the members and experts of the Academy to the duty of clarification that God Almighty has imposed on scholars at all times and places. God Almighty says: {And [mention] when God took a covenant from those who were given the Scripture, "You shall make it clear to the people and not conceal it..." [Al Imran: XNUMX], and the Prophet (peace and blessings be upon him and his family) said: "Convey from me even if it is one verse." This session also comes in response to the trust that the Ummah has placed, and that the rulers of Muslim countries have placed in the International Islamic Fiqh Academy to undertake the task of clarifying the legal rulings on issues and matters that concern Muslims around the world, and to provide effective legal solutions. To address the problems of contemporary life based on the Holy Qur’an, the pure Prophetic Sunnah, and the evidence derived from them, and taking into account the objectives of Sharia and its general rules, with moderate openness to the findings of modern science in various fields of knowledge.
He added that, based on eternal divine directives, the conference is being held to study and discuss a range of emerging issues and developments that require collective effort to achieve integration among jurists and experts, bridge the gap between ideals and reality, and arrive at sound, disciplined decisions and solid, clear recommendations that are applicable and achievable, God willing.
He explained that among the most prominent and important issues and developments that will be discussed in this session are emerging issues in childcare, rooting children's rights in Sharia and reinforcing the importance of a sound educational environment. He also highlighted artificial intelligence, as the most prominent tool of contemporary digital transformation, rooting its rulings and controls in light of the balance of benefits, harms, and consequences. He also highlighted the evidence of Istishab, as one of the most important evidences for controlling fatwas and issuing fatwas in emerging situations, thus enhancing the stability of rulings.
Electronic games will also be discussed, explaining their rules and regulations, their potential, and the behavioral, ethical, and jurisprudential issues that negatively and positively impact the individual, family, and society. The impact of psychological and mental illnesses on legal capacity in Sharia will also be studied, emphasizing the justice and mercy of Sharia. The criteria for Sharia liability will also be explained, in addition to discussing the Sharia rulings appropriate to new developments in the Islamic finance industry, such as paying the increase in a loan from a third party, and the ruling on taking a fee for issuing a letter of guarantee and documentary credit. Finally, the foundations and controls of Sharia governance in Islamic financial institutions will be discussed, in support of transparency, consolidating jurisprudential controls, and improving the performance of these institutions.
The session will present recommendations from a number of specialized scientific seminars held by the Academy on developments in the halal industry, with the aim of issuing Academy decisions and recommendations.
Sheikh Dr. Saleh bin Abdullah bin Humaid explained that the International Islamic Fiqh Academy, in its capacity as the supreme legal authority within the Organization of Islamic Cooperation (OIC), will continue its tireless efforts to enhance cooperation and coordination with academic institutions, fatwa and guidance bodies in OIC member states and Muslim communities, in fulfilling its mission with determination and steadfastness in clarifying the rulings of Sharia on all new developments and issues of concern to the Islamic Ummah everywhere, with His permission, help and strength, may He be glorified.
On behalf of the Academy’s presidency, General Secretariat, members, and affiliates, and on behalf of the entire nation, Dr. Saleh bin Hamid extended his thanks and deep gratitude to the State of Qatar, its leadership and people, for hosting the session. He extended his sincere thanks in particular to His Highness Sheikh Tamim bin Hamad Al Thani, Emir of the country, His Highness Sheikh Mohammed bin Abdulrahman Al Thani, Prime Minister and Minister of Foreign Affairs, and His Excellency Mr. Ghanem bin Shaheen Al Ghanem.
