Al-Dabaiba confirmed during his participation in a main session within the closing day of the World Government Summit entitled “Dialogue with the Prime Minister of the National Unity Government in Libya” and moderated by the Kuwaiti journalist Ammar Taqi, that his government launched a new project under the name “Return to Life,” or the project to return oxygen to the Libyan body, Which heralds that Libya is on the right path, stressing that it will continue to work on building a new Libya.
The head of the Libyan National Unity Government stressed that his country is still going through difficult circumstances, as the suffering of the Libyans began after World War I, passing through the years of socialist and communist experiments, and reaching the years of wars, conflicts and destruction after 2011, but his government is continuing its efforts aimed at the return of the Libyan people. To normal life, and determined to fight the battle of rebuilding.

At the beginning of the session, Al-Dabaiba spoke about the signs of hope for the return of life to Libya, noting his happiness at being in Dubai and participating in the World Government Summit 2024, which he considered an ideal platform that helps governments anticipate current and future challenges and reach the achievement of sustainable development goals.
He continued: “Libya is a country that God endowed with many blessings, natural resources, and a distinguished location. Regarding the goals of his government, Al-Dabaiba confirmed by saying: “But we came with the goal of development and we have already started with it.” He continued: “We found before us many files that we had to deal with; Including the electricity file, which was cut off for 20 hours a day for 8 years! But for a year and a half, electricity has not been cut off in all regions of Libya for even a minute, and this is an achievement from my point of view.”
On this occasion, the Prime Minister of the Libyan National Unity Government appreciated the assistance of the Arab brothers to his country, led by the UAE, saying: “With the help of our brothers, we got out of the bottom, and Libya was saved.”

The head of the National Unity Government in Libya affirmed his adherence to hope, the signs of which began to appear and continue, some of which he spoke about, saying: “Today, aviation returns to Tripoli, as there are more than 100 flights a week to many countries; At the forefront are the UAE, Turkey, Tunisia, Morocco, Egypt, Malta, and Italy... Regarding his statement related to lifting subsidies for the Libyan people, Al-Dabaiba explained that some interpreted that statement negatively, as they said that the Libyan government would harm the citizen by removing subsidies, and he added, explaining the meaning of lifting subsidies: “Libya, during the period of the socialist experiment, supported all goods and fuel, as The state was providing the Libyan citizen with everything, and the citizen only had to eat and drink what the state decided for him!
He continued, saying: “Currently, all aspects of support have been cancelled, and this has been replaced by supporting the salaries of Libyan employees, because this provides money for the state for the citizen to benefit from.. Let us imagine that the price of fuel at the time of support was 3 cents, which is the lowest price of fuel in the world, even It is lower than its price in Venezuela, which sells it subsidized for about 7 cents, but the question is: Did the Libyan citizen benefit from that subsidy or that price? Answer: Absolutely not; “The support was being used to smuggle fuel.”
He pointed out that his government replaced this wasted support with the support money reaching the citizen's pocket, and stressed that his government launched a popular dialogue about the decision to lift support.
