Opening of the “Asan” Service Center in Islamabad: Exporting the Azerbaijani model of administrative innovation to Pakistan

Baku (UNA/AZERTAC) – The Pakistani capital, Islamabad, witnessed the opening ceremony of the “ASAN Service” center with the participation of Pakistani Prime Minister Muhammad Shahbaz Sharif and an Azerbaijani delegation headed by the Chairman of the State Agency for Public Services and Social Innovations under the President of Azerbaijan, Ulvi Mehdiyev. This opening comes as a culmination of the cooperation agreement signed in September 2025 to implement the Azerbaijani “ASAN” experience in Pakistan based on the directives of President Ilham Aliyev to strengthen the strategic partnership and transfer knowledge between the two countries.

In its first phase, the center plans to provide 64 government services through 12 different institutions, applying global “ASAN” standards, volunteer work programs, and innovative solutions that characterize this model.

The entrance to the center has been decorated with a special corner that embodies Azerbaijani-Pakistani friendship, including a quote from President Ilham Aliyev that emphasizes the depth of fraternal relations between the two peoples.

The Azerbaijani delegation also gave an additional presentation on future development concepts and innovation solutions, including the “Dost” model for social and labor services.

Prime Minister Shahbaz Sharif expressed his deep gratitude to President Ilham Aliyev for the technical and advisory support provided, describing the ASAN model as one of the most advanced and innovative models for providing government services globally, and affirming his country’s determination to expand this model to include other regions.

With Pakistan joining, the number of countries that have actually implemented this Azerbaijani model rises to six, joining Indonesia, Uzbekistan and Ethiopia.
